Integrated Child Development Service Scheme Programme and Objectives
- The Integrated Child Development Service Scheme Programme is the largest and multi-purpose programme in the country run by the Ministry of Women and Child Development of the Central Government.
- The Integrated Child Development Service Scheme Programme was launched on 2 October 1975 on the 106th birth anniversary of the Father of the Nation, Mahatma Gandhi.
- The Integrated Child Development Service Scheme Programme is a separate programme for early childhood care and development, in which integrated services are provided for the development of children below the age of six years living in backward, rural, urban and tribal areas and for pregnant, lactating mothers and adolescents.
- The needs of children related to care, physical and mental development as well as health and nutrition are interdependent and mutually complementary. The approach of Integrated Child Development Services Scheme is based on this principle.
- Integrated Child Development Services Scheme is a community-based programme. To implement this programme, active participation of community members such as Panchayat Raj, Mahila Mandal, Yuva Mandal members, religious/local leaders, NGOs, primary school teachers, Chhatyadis is required.

Services
The Integrated Child Development Service Scheme (ICDSS) programme provides effective and cost-effective services to meet the multifaceted and interrelated needs of children and women.
The services provided to beneficiaries under the ICDSS programme are related to nutrition, health and early childhood care and pre-school education. Apart from this, it also includes other important services such as clean drinking water, environmental sanitation, women development and nutrition and health education.
All the services of the ICDSS are made available to all beneficiaries at one place and at one time to make the right impact.

- To provide training to adolescent girls and women on gender, health and family planning
Nature and brief information of the scheme
- How important is breastfeeding for the physical and mental growth of children among women and girls in rural and tribal areas and how it can be used effectively, as well as the care to be taken by pregnant and lactating mothers, the ill effects of early marriage, and awareness camps on malnutrition, infant mortality, maternal mortality Will help prevent
This class will generally include the following items for girls.
- Science and purpose of women’s menstruation. Understanding and misconceptions
- Need for health care during menstruation.
- Science of pregnancy, family planning tools in general.
- Health effects of child marriage.
- Sexual harassment, how to protect yourself from it, who to seek help from. Use of helplines in such situations.
AIDS control. - Self-help groups, workshops and self-employment opportunities.
Terms / Conditions and Eligibility for Participation in the Scheme
- Adolescent girls from all social categories can be included under this scheme.
- This training class will provide education on gender and specific adolescent problems.
- Training will be provided through an NGO to be determined by the Women and Child Development Committee for this training class.
- The nature of the training will be decided according to local needs.
- This training class will be organized for girls studying in school/college and girls who have dropped out.
- This training class will be organized for those Kishori Mandals who have not received the benefit of the Kishori Shakti Scheme.
- External experts and doctors,psychologists will be invited to guide the training class.
- Under this training, one training will be conducted at each P.A. center level. An amount will be given per training class
in the amount of the grant approved by the committee.

- Providing materials to Anganwadi/Kindergartens
Nature and brief information of the scheme
- This scheme will benefit the physical and intellectual development of children in Anganwadi centers and the smooth functioning of Anganwadi.
Terms/conditions and eligibility for participation in the scheme
- From this scheme, materials will be provided to the beneficiaries of Anganwadi centers in rural areas under government contract.
- To purchase materials for the physical development of children in Anganwadi.
- To purchase new electronic weighing scales for the ease of classification in Anganwadi.
- Water purification machines will be purchased to provide clean drinking water to Anganwadi beneficiaries.
Medichlor will also be purchased for water purification. - Awards to Ideal Anganwadi / Balwadi Workers
- To honor Anganwadi workers by giving them awards for their excellent work.
- This will encourage the Anganwadi workers to do their work effectively and thereby help in implementing the scheme as effectively as possible.

Nature and Brief Information of the Scheme
Terms and conditions of participation in the scheme
- The workers who have succeeded in keeping the number of moderately and severely malnourished children in the Anganwadi center to a minimum can participate in this scheme.
- The Anganwadi workers in the Anganwadi centers where the proportion of moderately and severely malnourished children is less than 15% will be eligible for this benefit.
- The workers who have achieved 100% success in institutional deliveries, half-yearly birthdays, pregnancy registration rate, child marriage, child mortality and infant mortality will be eligible for this benefit.
- Information on three Anganwadi workers from each project will be submitted to the ZP.
- A committee appointed at the district level will select one Anganwadi worker.
- The eligible Anganwadi worker will be felicitated with a cash award of Rs. 2000/-, a certificate of appreciation, a shawl and a shriphal
- A theatre or spacious hall will be hired for the program.
- All the women present for the program will be provided with snacks, tea and food.

- Training Scheme for Girls for Self-Defense and Their Physical Development
Nature and Brief Information of the Scheme
- To empower women and girls for self-defense.
Terms/Conditions and Eligibility for Participation in the Scheme
- The benefit provided from the G.P.C.S. Fund will be given without any caste discrimination.
- The Women and Child Development Committee will decide whether to provide training in Karate or Yoga under the scheme.
- The institution will be selected through the Women and Child Development Committee from the institutions received after giving public notice.
- The duration of the training will be at least three months
- A batch will generally consist of 15 girls
- The training will be provided through the District Sports Officer / an institution related to the sports sector and approved by the District Sports Officer
- The institution will be given an honorarium of up to Rs. 300/- per month per beneficiary
- The training should be provided free of cost to girls of any age but from economically backward families.
- The instructors of the institute will be holders of black belt certificates from a government recognized institute
- The said training will be organized in coordination with schools, ashram schools, and colleges.

- Providing computer training to 10th and 12th pass girls
Nature and brief information of the scheme
- The aim of the scheme is to provide computer knowledge to 10th and 12th pass girls.
Terms / conditions and eligibility for participation in the scheme
- For the benefit provided from the Tribal Sub-Planning Fund, only the beneficiaries of the Scheduled Caste should be selected from the Scheduled Tribes and Special Component Schemes in the Tribal Sub-Planning Area.
- The benefit provided from the Non-Tribals and G.P.C.S.E. Fund will be provided without discrimination on the basis of caste.
- The candidate should have passed 10th or 12th standard.
- The designated organization should register the candidate’s name for the said training through an organization recognized by MKCL in Nashik district.
- The said organization recognized by MKCL must be LLC/TLC/ALC of the designated organization.
- The organization will be selected through the Women and Child Development Committee from the organizations received after giving public notice of the organization’s determination.
- The candidate will be paid a grant of Rs. 2500/- per beneficiary for the said training.
- The beneficiary will have to bear the cost of travelling and staying at the training venue himself.
- If the beneficiary does not appear in the MS-CIT examination, an undertaking of Rs. 50/- should be obtained from the beneficiary regarding the full refund of the benefit amount given.
- The Child Development Project Officer should select the beneficiaries and submit their list to the concerned organization and the district office.
- The organization will be required to submit a certificate of completion of training signed by the Child Development Project Officer, only after which the grant will be distributed to the concerned organization at the district level.

Supplementary food for malnourished children and pregnant women and lactating mothers
Nature and brief information of the scheme
- To create self-employment by providing up-to-date technical training to girls and women.
- To provide information about technology.
- To empower girls and women in terms of creating independent businesses.
Terms / conditions and eligibility for participation in the scheme
- Under this scheme, the benefits of moderately and severely malnourished children in all Anganwadi centers in tribal and rural areas can be provided.
- Under the said scheme, the categories of children in all Anganwadi centers in the district are determined every month and examined every month by medical officers and the moderately and severely malnourished children among them will be determined and given the benefits of this scheme.
- The number of such children mentioned in the above 2 should be submitted to the Zilla Parishad by the B.V.P.A.
- After selecting which diet will be suitable for moderately and severely malnourished children for category enhancement, the said diet can be purchased from the contract holder if it is a government contract, otherwise it can be purchased by inviting public tender.
- The said diet will be fed to moderately and severely malnourished children in the Anganwadi center itself through the Anganwadi worker.

- Running a Counseling Center for Women
Nature and Brief Information of the Scheme
- Women will be provided with help and legal guidance to solve their family, legal and social problems. Counseling will also be organized in appropriate cases. (e.g. Hudambali cases, problems of separated families, domestic violence, threats to evict them from the house, beatings, eviction from the house at night, pressure for divorce, divorce and alimony cases, property rights, sexual harassment, etc.)
- Through this counseling center, women will be provided with help and legal guidance to solve their family, social problems and counseling will also be organized in appropriate cases. e.g. Hudambali cases, problems of separated families, domestic violence, threats of eviction from the house, beatings, eviction from the house at night, pressure for divorce, divorce and alimony cases, property rights, sexual harassment, etc. Social psychological legal counseling of mentally unbalanced women will also be included in this.
Terms / conditions and eligibility for participation in the scheme
- To run the counseling center, the voluntary organizations approved by the Maharashtra State Women’s Commission and Government Decision No. Society 2005/Pr.Kr.202/Ka-2 dated 18th September 2006 will be selected. The organizations will be selected in proportion to the number of counseling centers. Before allowing an organization to run more than one counseling center, the approval of the Women’s Commission will be obtained. Or the organizations which are approved by the Commission and Government Decision No. Society 2005/P.Kr.202/Ka-2 dated 18th September 2006 will be selected through the Women and Child Welfare Committee from among the institutions approved under the scheme.
- Grants will be distributed first to 20 centres started in the year 2010-11 and thereafter, grants will be distributed to the remaining centres as per the availability of funds, taking into account the demand.
- The approved institutions will be required to fulfill the following conditions.
- The institution should be registered.It is necessary to submit the details of the last three years of the organization’s financial turnover.
- Copies of the last three years’ accounts should be submitted along with a certificate from a chartered accountant.
- It is necessary to submit a three-year work report of the organization.The organization should have sufficient experience in running a counseling center.
- The organization should provide details in this regard It will be mandatory to submit a certificate from the police station and the Child Development Project Officer or Group Development Officer of the concerned taluka that the organization has started and is running a counseling center.
- The organization should have counselors and legal advisors available. The organization will be required to provide detailed details.
- The organization should have experience in social, economic and legal literacy activities for women.
- The organization must have its own sufficient space to run the counseling center. Also, they have to arrange office furniture and other non-recurring expenses themselves. However, if the Zilla Parishad/Panchayat Samiti provides free space, the organization will have to run a counseling center in the said space.
- Three experienced counselors will be working in the center. One of them will be a graduate legal professional in the law branch.
- At least one will be an M.S.W., one will be a psychiatrist, but if a psychiatrist is not available, then an M.S.W. will be selected.
- The counselors will preferably be women and if it is not possible to get a female candidate, a male candidate will be selected.
- Rural Development and Water Conservation Department, Government Decision No. As per ZNP 2010/454/Ano Sankr 33/Prakr 168/Panra-1 dated 10/3/2011 and on the recommendation of the Women and Child Development Committee of Z.P. Nashik, an honorarium of Rs. 4000/- per month will be paid to the legal professional, and Rs. 2500/- each per month to two other counselors. A grant of Rs. 2900/- per month will be paid to the organization for office/administrative recurring monthly expenses.
- The counseling/help center is required to submit its work report to the Commission office and the concerned Chief Executive Officer every three months. The said work report will contain serial number, date of filing of complaint, name and address of the applicant, nature of the complaint, decision made, comments, etc.

Terms / conditions and eligibility for participation in the scheme
- The said training will be conducted by the institutions approved by the District Employment and Self-Employment Department and the Vocational Board for vocational and technical training.
- Creating self-employment. After giving public notice of the institution, the institution will be selected through the Women and Child Development Committee from the institutions received later.
- The training to be provided by the designated organization at the taluka / project level should be provided at that place.
- There should be an ATC of the authorized organization at the project / taluka level.
- The beneficiaries will be provided benefits from the G.P.C.S. subsidy without any discrimination.
- The candidate should have passed at least 7th standard.
- The candidate will be paid a maximum subsidy of Rs. 5000/- for technology training. Also, the beneficiary’s own contribution will be 10%.
- The beneficiary himself will have to bear the cost of travelling and staying at the training class.
- If the beneficiary does not pass the technology test, an undertaking of Rs. 50/- should be obtained from the beneficiary regarding the full refund of the benefit amount given.
- The organization will be required to submit a certificate of completion of the training signed by the Child Development Project Officer, only after which the grant will be distributed to the concerned organization at the district level.

- Through this workshop, women will be provided with help and legal guidance to solve their family and social problems, and counseling will also be organized in appropriate cases. For example, cases of domestic violence, problems of separated families, domestic abuse, threats of eviction, beatings, eviction from the house at night, pressure for divorce, divorce and alimony cases, property rights, sexual harassment, etc. It will also include social, psychological and legal awareness of mentally unstable women.
Terms and conditions of participation in the scheme
- The training will be organized through an organization approved by the State Women’s Commission in the district or through UNICEF.
- The organization submitting the proposal for the workshop will need to fulfill the following conditions.
- The organization should be registered.
- The organization’s financial turnover details for the last three years must be submitted.
- Copies of the accounts for the last three years should be submitted along with the chartered accountant’s certificate.
- The organization’s three-year work report must be submitted.
- The organization should have sufficient experience in conducting workshops. The organization should provide details in this regard.
- The organization should fill out the application form in the prescribed format completely and submit the proposal to the Chief Executive Officer along with all the information and documents.
- The organization should have legal advisors available. The organization will be required to provide detailed details thereof.
- The organization should have experience in social, economic and legal literacy activities for women.
- A provision of Rs. 2000/- has been made for one workshop.
- The legal advisor will be paid an honorarium of Rs. 500/- for one workshop.
- Writing materials will be provided to the women and girls attending the workshop.
- Expenditure will be made from the grant to prepare posters etc. for the workshop.
- The said training classes should be organized in colleges as well as other public places.
- The Child Development Project Officer will plan the organization of the said training and the attendance of women and girls.
- The Women and Child Development Committee will select an organization recognized by the Women’s Commission at the district level for this training.

- Study Tour of Women Representatives
Nature and Brief Information of the Scheme
- To organize a tour to the districts where women empowerment, malnutrition, child mortality, infant mortality as well as Panchayat Raj, Adarsh Gaon, Nirmal Gram, Women Empowerment, Women and Child Development initiatives and other good schemes or projects are being implemented and to obtain information and study.
Terms / Conditions and Eligibility for Participation in the Scheme
- The expenditure on the scheme should not exceed Rs. 5,00,000/- lakhs.
- The above amount will include the travel expenses, food and accommodation of the people’s representatives.
- The trip can be organized in other states only after getting the approval of the Hon’ble Commissioner, Women and Child Development. If approval is not obtained, the trip can be organized in another district of the state.
- The trip can be organized in states or districts where government/non-governmental organizations are implementing schemes or good projects for women empowerment, malnutrition, child mortality, infant mortality, Panchayat Raj, Adarsh Gaon, Nirmal Gram, women empowerment, women and child development initiatives and other schemes or good projects.
- The study tour will include women representatives from among the members mentioned in the government decision, as determined by the Women and Child Development Committee.
- The study tour will include the Deputy Chief Executive Officer (DCO) and two Child Development Project Officers and two assistants as government officials.
