General Information
General Administration Department is an important department in the administration of the Zilla Parishad. Guidance on institutional issues, cases, etc. is given to all the departments of the Zilla Parishad through the General Administration Department and administrative control is maintained on all the departments. The Deputy Chief Executive Officer looks after the work of this department as the head of the department.

Establishment
- Establishment of Maharashtra Development Service Class-1 and Class-2 Officers. Also, by order of the Chief Executive Officer, the Head of Accounts is with the General Administration Department.
- Establishment of Room Officer/Office Superintendent/V.A.S. Sixth. Statistics. Also, office establishment/taking competitive examination/taking post-service entrance examination.
- Establishment of Stenographer/Senior Assistant/Junior Assistant/backlog information.
- Establishment of Class-4 employees-attendant employees and establishment of vehicle drivers.

To take action as per the provisions prescribed by the government for filling up the posts in Class-3 and Class-4 cadre and to guide other departments of the Zilla Parishad.
Registration Branch
All government references coming to the Zilla Parishad i.e. Hon. Chief Executive Officer, references from Divisional Commissioners, references from other government/semi-government offices, all correspondence received from Hon. Lok Commissioner, representatives, ministers, MPs, MLAs etc., Panchayat Samiti, Gram Panchayats and general citizens are accepted and collected by this branch.
Those references are submitted to the Assistant Chief Executive Officer and Chief Executive Officer through the Deputy Chief Executive Officer (General Administration) for review and after review, they are returned to the Registration Branch after classifying them, recording the references and sending them to the concerned Head of Account for action. Apart from this, the records of all the complaints received from other departments and Panchayat Samiti are kept in the Registration Branch with the Hon. Chief Executive Officer, Asst. Chief Executive Officer, Deputy Chief Executive Officer-S.P. -

Various schemes are implemented by the government. To check whether these schemes are being implemented effectively and efficiently and to resolve any problems, surprise visits are made to the taluka level Panchayat Samiti offices, educational institutions, Gram Panchayats, Primary Health Centers, Sub-divisions, etc. under Z.P. Nashik.

BGovernment at your doorstep
Under this initiative, under the guidance of the Hon’ble Chief Executive Officer, all the account heads of the Zilla Parishad along with the Additional Chief Executive Officer and Deputy Chief Executive Officer (SCEO) are organized to visit any taluka of the district once a month and each account head is given the responsibility of one village. Accordingly, efforts are made to understand the problems of the villagers and solve them.

Biometric System
A biometric system has been implemented at Zilla Parishad Nashik since April 2011 for employees to attend work during office hours. Employees have to register their daily attendance using the index finger of their right/left hand. The time of arrival and departure of the employee is recorded through this system.

CCTV Cameras
Since the Education and Health departments of the Zilla Parishad are large and important, it is necessary to have control over the work here, a CCTV camera system has been implemented in the Education and Health Department. The live broadcast of these cameras is being done on the computer in the office of the Hon’ble Chief Executive Officer and Deputy Chief Executive Officer (DEO).
Promoting junior employees working with the Zilla Parishad to senior posts as per the provisions of the government.
(In case serious incidents like irregularities, malpractices or embezzlement occur in the work entrusted to the employees while they are working, then it should not be repeated and prevention should be imposed and responsibility should be determined by verifying the truth or falsehood of the same and determining the punishment for the employees found guilty according to the seriousness of the crime as per the provisions of the government).
As per the instructions of the government, periodic transfers are generally done once a year in the months of April to May. Transfers of up to 10 percent of the transferable employees can be done. Accordingly, the work of transfers of employees as per the seniority list should be monitored and other departments should be guided regarding transfers.
There is a provision to hold the Zilla Parishad General Meeting once in every three months. However, this meeting can be held as many times as per the instructions of the Hon. Chairman, Zilla Parishad. All Zilla Parishad members and chairmen of Panchayat Samiti participate in the proceedings of this meeting. This meeting is organized through the General Administration Department’s Council Collection. The subject matter notice for the general meeting is sent 17 days before the meeting and the notice for the special meeting is sent 12 days before the meeting. The minutes of the meeting are taken and finalized with the approval of the Hon. Chairman, ZP. It is sent to all the esteemed members and all the office heads of the Zilla Parishad.
There is a provision to hold a standing committee meeting every month. This meeting is organized through the meeting collection of the General Administration Department. A coordination meeting is organized every month under the chairmanship of the Chief Executive Officer of Nashik Zilla Parishad for all the account heads, group development officers, group education officers, child development project officers, taluka medical officers, deputy engineers. In this meeting, various schemes and development works being implemented by the Zilla Parishad, pending cases, etc., are reviewed and guidance is given. This meeting is organized through the planning collection of the General Administration Department.
Transparency in the administration system is essential in government administration. Right to Information means the right to obtain information held by or under the control of any public authority and obtainable under this Act.
It includes – obtaining information on a work document, record, taking notes, extracts or certified copies of a document or record, taking certified samples of the material, obtaining information in electronic form, etc. The Deputy Chief Executive Officer (DEO) looks after the work as the Government Information Officer. While the Additional Chief Executive Officer looks after this work as the Appellate Officer. This work is looked after through the Information Cell in the General Administration Department.
The District Council Nashik, under the Aastha2-Artha collection, receives provident fund and medical bills from all departments and taluka levels in the district and approves these proposals after scrutiny.
The Zilla Parishad is inspected annually by the Hon’ble Divisional Commissioner, Nashik Division, Nashik. Similarly, the inspection of Panchayat Samiti is carried out through the Inspection Collection of the General Administration Department. In this, the errors in the work are rectified by seeing whether the work related to the establishment is being done within the prescribed period or in the pattern or not. Guidance regarding these errors is given by the Hon’ble Chief Executive Officer and Deputy Chief Executive Officer (General Administration).
